For Kol Ha’Na’arim : Any children who are present when their father receives this Aliyah should be under the talis of their father and stand in place where they are davening.

For Hakofos: Hakofos will be done outside. Only one person will take a Sefer Torah from the Aron Kodesh, and it should not be passed at any time during the hakofos to another person. That person may stand in the middle while others walk/dance around him or may walk around in a circle with the other walkers/dancers.
